Man facing opposition is named for Latin post

President Reagan nominated Thomas O. Enders, a career Foreign Service officer , as assistant secretary of state for Latin American affairs despite opposition from conservative Republican senators. Mr. Enders, a specialist on economic and monetary problems, has served as ambassador to Canada and to the European Community as well as in various other State Department posts. Administration officials said Senate conservatives had lobbied against him because of his liberal views and a close association with former Secretary of State Henr y Kissinger.
